Reading Programs In-service Training             POLICY NO:  461

In this district, each teacher of students in kindergarten through grade eight (K-8), Title I, or special education, and each administrator in a school attended by students in kindergarten through grade eight (K-8), Title I, or special education, will complete three (3) credits or forty-five (45) contact hours of in-service training consisting of the state approved reading instruction course, titled "Idaho Comprehensive Literacy Course," for recertification unless the teacher or administrator has passed a pre-service assessment approved by the state board of education. Completion of the course or in-service training is a one-time requirement for renewal of certification for those currently employed by Idaho school districts. Those teachers and administrators who have completed the course prior to September 2001 will be deemed to have met the recertification requirements relative to the Idaho Comprehensive Literacy Initiative.

The superintendent or designee will develop an in-service training plan for board approval to include course work covering reading skills development, including diagnostic tools to review and adjust instruction continuously, and the ability to identify students who need special help in reading. The district plan for in-service training in reading skills will be submitted to the Idaho Department of Education for review and approval, in a format specified by the department. The district will make the in-service training plan available to teachers and administrators in the district so that it may be completed prior to September 2001.

DEFINITIONS

For the purposes of this policy, the following definitions apply:

Teacher: Certificated personnel employed in a classroom, teaching students in kindergarten through grade eight (K-8), Title I or special education.

Administrator: Certificated personnel employed in an administrative capacity, in any school which includes kindergarten through grade eight (K-8), Title I or special education.
