Placement and Advancement on Salary Schedule, Certificated POLICY NO: 434

Teachers may expect, as a rule, to advance automatically under the adopted salary schedule. The superintendent and the board, however, reserve the right, when conditions warrant, either to advance a teacher more than one increment per year or to retain a teacher upon the same position for more than one year. These should be exceptional cases.

  1. Evaluation of courses, credits, or prior experience is the responsibility of the superintendent of schools.
  2. ALLOWABLE EXPERIENCE: After July 1, 1991, new teachers hired by the district will be allowed to bring in all experience.
  3. Salary category is determined by the number of allowable years of experience and degree or credit hours held by the teacher on the date of June 1. If course work is in progress or if an employee intends to earn credits during the summer which would change an employee's salary category on the following September 1, the employee must certify those hours to the superintendent no later than April 1. If April 1 falls on a day when school is not in session, the deadline for notification is automatically extended to the next day in session thereafter. The status of employees whose credits are not so certificated and which are earned subsequent to June 1 will be determined by transcripts on file in the office of the superintendent of schools as of June 1. In the case of new employees, determination of status will be based on credits and experience as of September 1.
  4. Any hours submitted toward salary placement above BA must have been earned subsequent to the Standard Certification or BA degree, whichever date is more recent.
  5. Salary category is determined by the number of years of allowable experience and degree or credit hours earned by the employee as of September 1. All transcripts supporting the September 1 status must be on file in the office of the superintendent no later than November 1.
  6. Correspondence credit may be applied to advancement on salary schedule if approved in advance by the superintendent of schools.
  7. Upon submission of proper credits, a teacher may move horizontally from one salary bracket to another and then move in the vertical increments one increment per year until reaching the top of the new bracket.
  8. Teachers employed in this school district subsequent to adoption of this schedule may qualify for steps on the salary schedule on the basis of credits earned six (6) years prior to employment in the district. Credits earned prior to the six-year period will be considered for placement on the salary schedule at the discretion of the superintendent of schools.
  9. At the time of implementation of this salary schedule, a teacher placed on the salary schedule in the fifth-year bracket will be classed no lower than Bachelors + 30, but no person may be qualified for a Bachelors + 45, Bachelors + 60/, Masters, Masters + 10, or Masters + 20, unless their credit hours meet the guidelines for acceptability.
  10. Hours submitted toward steps beyond the BA or MA degrees which have been accepted by an accredited college or university for inclusion in a fifth year or advanced degree program shall be accepted by this school district. It is the responsibility of the employee to provide proof of such acceptance. Any other hours submitted shall be in academic or professional fields related to the teacher's assignment or the teacher's subject area endorsements.
  11. In the case of a new employee, if the teacher has earned a Standard Certificate in elementary education and then has returned to earn a Standard Certificate in secondary education, or vice versa, the hours so earned shall not count toward qualification for any salary category above BA. In the case of an employee under contract at time of adoption of this policy, hours so earned shall be allowed for placement in salary categories above BA provided such credits meet other requirements as set forth in Section 402.6, School District Policy Handbook.

BA DEGREE OR STANDARD CERTIFICATION: A Bachelor's degree in education or a BA degree plus hours necessary to complete Standard Certification.

BA+10: BA in education or Standard Certificate plus 10 semester (15 quarter) hours in college work earned subsequent to the BA or Standard Certification, whichever is more recent.

BA+20: Twenty semester (30 quarter) hours earned subsequent to a BA degree or Standard Certification, whichever is more recent.

BA+30: Thirty semester hours earned subsequent to a BA degree or Standard Certification, whichever is more recent. All upper division education courses and upper division courses relating to competency in the teacher's assignment will be countable. Only eight of the total hours may be by extension, the remaining being in residence OR an advanced Certificate or a statement from the college that the teacher has completed an approved fifth year program.

BA+45: Fifteen semester hours of acceptable upper division or graduate credit hours earned subsequent to qualification of BA+30 status on the approved salary schedule. No more than nine of the semester hours can be by extension.

BA+60 AND/OR MASTERS: Thirty semester hours of acceptable upper division or graduate credit hours earned subsequent to qualification of BA+30 status on salary schedule. The Masters must be from an accredited college or university.

MA+10: Ten semester (15 quarter) hours of college work earned subsequent to the MA degree or Standard Certification, whichever is more recent, all of which must be acceptable graduate level work.

MA+20: Twenty (20) semester hours of college work earned subsequent to the MA degree or standard certification, whichever is more recent, all of which must be acceptable upper division and/or graduate level work.

Hours which are earned and which apply for qualification for an Idaho Pupil Personnel Services certificate shall be acceptable for placement on the BA+45 bracket of the approved salary schedule.

Other than as provided in the paragraph above, no hours can be submitted and counted toward BA+45 unless approved in advance by the superintendent of schools.
