2.3.1    Observation

The responsibility for cash management at the district level rests with the business manager. A sweep account at First Security Bank automatically invests available funds for maximum benefit. The State Treasurer Investment Pool is used effectively for investment of idle funds. Internal controls and banking of revenue regularly keeps accumulation of cash at a minimum. Cash receipts at the schools remain the biggest opportunity for fraud. One secondary secretary commented that occasionally teachers send cash to the office with students. The high school does not currently have a method to match tickets with cash for football games, but does for other sporting events.

Recommendation

The district should maintain its current cash management system and continue to search for ways to reduce possibility of fraud at the schools as they deal with cash, including gate receipts and vending machines. Steps should be taken to prevent future use of students to handle or be around any cash in any building. Routing of ticket bearing customers through organized lines is recommended to allow matching tickets with cash receipts at the middle school and high school.
