The instructional program is designed to ensure that students acquire relevant skills, knowledge, and attitudes and are challenged to exceed standards of performance in order to become dedicated and productive members of society. The responsibility of the board, superintendent, and administrators is to provide leadership for instructional improvement. Those who teach need support, materials, instructional equipment, and continuous training opportunities. The Kellogg Joint School District accepts this responsibility with a great deal of dedication and commitment. The board approved Curriculum Policies and Procedures have established guidelines that endorse the state approved curriculum cycle.

The Kellogg Joint School District is to be commended for their work in developing Essential Learning’s and some benchmarks. Subject area committees and curriculum advisory committees are in place in the district.

The general dialogue from those interviewed is one of appreciation for the added emphasis to continuous quality improvement, strategic planning and high expectations for all. The increased emphasis on communication that is going out to the patrons is most heartily appreciated and should be continued or possibly expanded.

The mission of any school district is found in the curriculum it implements and the instructional strategies that are used. Success in the instructional program is the measure of success for any school district. The objective of this section is to identify and recommend improvements to the existing practices that provide support to instruction and curriculum.

The primary mission of the Kellogg Joint School District is to provide challenging opportunities for all students to develop to their full potential and acquire the skills necessary for success in a diverse society. Those that teach need support materials, instructional equipment, appropriate facilities, and continuous staff development.

The curriculum in the district should establish the skills, behaviors, knowledge, and attitudes important for students to demonstrate after completing their public school education.

Curriculum and staff development are ongoing processes that need to be expanded and built upon. This will occur through an examination of practices, policies, and reallocation of resources including district personnel.

It is important to note that this review does not include an assessment of the effectiveness of the district’s program. The purpose of this review is to examine how the Kellogg Joint School District is organized in support of its instructional programs.

This review will focus on instructional programs, special services, and student services. However, before providing any observations and recommendations in the aforementioned areas, it is important to mention some general attitudes that surfaced while interviewing district patrons, personnel, and students. Those attitudes are:

bulletPatrons and district personnel are very positive about the leadership that is being provided by the district superintendent, district administrators, and the board of trustees.
bulletThe Kellogg community is very positive about the work that has been accomplished through the Education Summit. Parents, personnel, and students are generally optimistic about the role that several Education Summit subcommittees will play in future planning.
bulletThe community spirit in Kellogg and the support for the Kellogg Joint School District are exceptional.
bulletPatrons, personnel, and students are extremely pleased with the Kellogg Senior High School facility improvements that have already been completed and those improvements that are planned for the future (i.e. expansion of the library/media center, etc.). The new Sunnyside Elementary School is also being viewed as a very positive and essential improvement.
bulletOverall, the Kellogg Joint School District personnel appear to be extremely competent and professional.
